Papaya farm is the the area at sentosa 大风. The palace u mention is a place full of drugs n gals on drugs running around, closed some time ago n now the next place is called 金宫. I dunno what u going for. Drugs, gals or both so I cannot recommend u. Sentosa area used to have a few 木瓜园 now I only know 1 that is left.

Btw papaya farm mean a place inside got a lot of girls with "papaya" size boob haha.
