It was Shelvey himself that wanted out from Anfield. BR actually wanted him to remain but Shelvey insisted on having regular play time which BR cannot guarantee. If I remember the scenario correctly that led to his transfer request, Shelvey went to BR and demanded to be in the 1st XI after being on the bench and used as a supersub. BR deemed that as being disrespectful and responded by giving Shelvey what he wanted...... regular playing time..... playing for the Reserves and U18s teams. He even wore the armband for the U18 team.
Shelvey could not take the humiliation and put in a transfer request. In the present Liverpool under BR, no player is above the team and Shelvey should have buckled down and work to prove himself like Henderson or Sterling did and wait for their chances.
