Not doubting you but for the sake of healthy discussion I quite doubt they will devalue the dong by outright 10% at once as in the past it takes almost 1 year of gradual devaluation to reach 10% or more.

Based on the the news of "one percent to 21,458 Vietnamese dong per dollar" it actually fits close to 1% dong devaluation as it will be approx. 1.32 from USD-SGD, maybe you can help to enlighten further as I am not an economic expert
