Based on the the news of "one percent to 21,458 Vietnamese dong per dollar" it actually fits close to 1% dong devaluation as it will be approx. 1.32 from USD-SGD, maybe you can help to enlighten further as I am not an economic expert

by the way ...the SGD to DOng hardly move on the news....seems like the Dong strengthened further...
