Empress Hotel has the policy of asking clients to spend an extra US$12 a night if they want to bring the gal into the room. This being part of the security measures, in case of police check / raid. The US$12 is spent to register another room under the gal's name. In any event if there's a raid, the reception will call the gal in your room and she will use the stairs to run to her own room to hide.
