U will be surprised if I ask a police and the police will give me a blank face. No one bothers about riding license and insurance in Cambodia (riding not driving)... it is just for the govt to formalize what is happening on the ground. A step forward and 2 steps back.

Although Cambodia is not lawless but just for info.

An accident I know of, I think I posted b4 here.... a foreigner got involved in a serious accident where the rider was at fault. It involved police and insurance company as the rider was sent to hospital with multiple injuries.

End of the day, the car insurance refused to get involved while the foreigner was detained and police got into negotiation of money The police dun bother who was wrong and right. They only know this is the time to extort money. In the end, the foreigner had to pay USD5k to compensate and hospital bill.
