Singapore have lah.... but I dun tink will sell to you if you are not known to them. I get mine from the FTs working for the ISPs / Telcos..... these guys damn resourceful n creative.... can use discarded sim and recycle them into ghost cards. Somemore cheaper to buy from these guys than the vendors.
