I think it is common sense, no need to refer to any law on this. If you see a stranger take a photo of you directly in front of you, i am sure you would want to ask him why, at least out of curiosity if nothing else, unless he is someone you already know. If you don't get a satisfactory answer from him, then you should know what to do next.
