Allow me to share my thoughts with regards to this matter.

That is the casino's greatest weapon; the impression that the surveillance cameras can see everything. More often than not at the roulette table especially, misplaced bets are reported to the pit managers and half and hour later, surveillance team will come back and say the camera couldn't catch the angle the punter was at. Benefit of the doubt is given to the punter, and is paid off for the full amount.

Dealers are actually allowed to mix with fellow punters. However, after a shift, dealers must all report back to their staff room. If the said dealer doesn't have a shift afterwards, he or she will be free to roam around. That said, dealers can't sit/watch a game being dealt.
