The air quality in cities will never be good given the amount of people & cars there especially in HCM & Hanoi
however the weather do plays a key part as rainy monsoon season tends to make it better for obvious reason as the rain "cleanses" the dust from the air and also the wet ground prevents the dust from flying up due to movement e.g. cars
However as always in life, the rain puts a damper on most activities so you will never get the best of both worlds, best solution is to use a good fine particulate filter mask when u are outdoors (mitigates the chance of catching covid too)
