If i am not wrong, your spouse needs to be at least a Singapore PR before both of you can enjoy subsidies from HDB. To buy new flat, a PR is needed from your wife. As for resale, as long as your wife got LTSVP, both of you can buy HDB flat, but without government subsidy of 30K or 40K (near to parents).
As for renting a whole unit of flat, its not cheap now. a 5 room flat in sub-urban places like Jurong west, CCk, Sengkang etc will cost you around near to $2k a month, if plus utilites, it can be up to $2500 a month.
