eeerrrr...if you book online, it dosent matter where you are.
If you want to book through travel agent, ask them for e-ticket. The e-ticket will be e-mailed to you. You then have to forward it to the intended party.
Alternatively, you can ask the Travel Agent if they have a "partner" in HCMC, ask them to book for you, you pay them in Singapore, and intended party goes to the Travel agent in HCMC to collect the ticket.
