Bro, i got married in Vietnam around 5 years ago. Not sure if the procedure has changed.
Documents you will need:
(1) Singapore passport and the photocopy, notorised by Notary public of Singapore, endorsed by Singapore foreign ministry office and also the Vietnamese Embassy in Singapore
(2) A letter from Singapore ROM stating that you are single or officially divorced (i think you will have problem with this)
(3) Letter from employer stating your work
Depending on the province that your viet con gal came from, you will need to travel with her back to her province to lodge a marriage with foreigner request to their province government. The province government will send a letter to her house to ask you and yr con gai to go to the province government again in around 2 to 3 weeks time. They will interview you and her to make sure statement is true and really getting married. You will also need to go the mental hospital to check yr mental health. If everything alright, the proivince government will approve and ask you and yr con gai to go down to sign on province government marriage book and issue you with marriage certificate.
