As to your second question, DO NOT ever commit bigamy regardless of registration in other countries, just wait a while more to complete your divorce before embarking on the marriage.
Its a matter of when you are going to convince the Singapore Authorities (e.g. CPF board, HDB....etc) that you are married and wants to enjoy some of the benefits of being a married man (e.g. use CPF to pay loans...etc), this will means having to produce your Vietnamese Marriage Certficate
, which also means, if you still don't get it, they will know you have gotten married while your divorce is not finalised yet, aka committing bigamy.
