There were quite a few posts made in the past about your question by SV and some other samsters, pls do a search

As to your second question, DO NOT ever commit bigamy regardless of registration in other countries, just wait a while more to complete your divorce before embarking on the marriage.

Its a matter of when you are going to convince the Singapore Authorities (e.g. CPF board, HDB....etc) that you are married and wants to enjoy some of the benefits of being a married man (e.g. use CPF to pay loans...etc), this will means having to produce your Vietnamese Marriage Certficate, which also means, if you still don't get it, they will know you have gotten married while your divorce is not finalised yet, aka committing bigamy.
