Bro Octlong is right about this.
I always go to HCMC every Dec period from 2004 till last year, lasting at least 2 weeks till New Year. As usual on 24th, 25th, 31st Dec and 1st Jan, traffic jams in district 1 was so bad. Thousands of motorbikes everywhere along Dong Khoi, Nguyen Thi Minh Khai, Nam Ky Khoi Nghia, Cach Mang Thang Tam streets. Even the people were jaywalking across the streets and plenty of continuous honkings by taxis and motorbikes. The area surrounding Duc Ba Cathedral was the worst and it always came to standstill for about 5 hours with many young people attending Christmas Mass. There was a lot of litters everywhere on the streets. And there are a lot of policemen everywhere to control the traffic and crowds. Amazingly, the next day, all the litters were cleared up fast by the cleaners and the streets were clean again. It's quite an experience for any tourists who come to HCMC during these period.
