I think the cost might include the Home appliances and furniture.
BTW, nice building materials are not cheaper in Vietnam than Singapore. Only Labour cost is cheap. Never think that provinces will be cheaper in material because normally they ship the materials from the Big cities that will incur transportation cost.
Ultimately, the key thing is: Is it affordable to you and will it make you a happier man after spending the money?
