I am not sure what's your problem? It is the normal procedure for all female pinays leaving the country.

None of the above. Most pobably she failed the AHT P/S inspections at the departure point.

The Primary Inspection is a verbal/visual interview by the immigration official manning the departure counter. If he/she assess that the interviewee is lying or suspicious, then a Secondary Inspection will follow.

The Secondary Inspection is more serious as 90% of of those subjected to it will never be allowed to board their flight.

The SI comprises of 3 parts. The 1st part is you have to fill in an immigration questionaire and every question MUST be answered.

The 2nd part is you will be interviewed by a separate AHT/DoJ official who will record your answers and send for cross reference with the earlier questionaire. This is the tricky part as they may ask the same question from the questionaire but present it in a different way so some people do get confused. This is also the part where they scrutinize your documents. They will let you know whether you can proceed at this point. No need for 3rd part if allowed to travel.

The 3rd part is you are given a chance to appeal and present your case. It is very rare that an appeal is successful at this stage unless you know some VVIP to pull some strings.

There is no 100% fool proof way. Singapore is a blacklisted country on the AHT watchlist.

The Philippines Embassy in Singapore has reported that Singapore, being a Freeport, is a regular destination and transshipment point of Filipinos who are victims of illegal recruiters and prostitution rings preying on young women.

The Embassy receives frequent queries from Filipinos in Singapore who wishes to invite relatives and/or friends to visit them and requires affidavits to be authenticated by them, as there have been discoveries of affidavits being forged by human trafficking syndicates to facilitate the departure of "tourist workers" or would-be OFWs dusguised as tourists.

Immigration officials at the airports may require affidavits and other proofs from travelling Filipinos who claim they were invited by relatives and friends abroad. Such affidavits must be authenticated by the Philippine Embassy in Singapore, but such affidavit is not a guarantee that the invitee will be allowed to depart.

It is the discretion of the immigration official to allow or disallow the departure of a passenger depending on the assessment during primary and secondary inspections.
