Yes, the Kiao sheng (侨生) chinese in jakarta which is also known as the straits born chinese, are unable to speak mandarin and they have blend in into the culture of the local indonesian people. They usually converse with their own family members or relatives in bahasa indo.
In Batam there are also a significant number of indonesian chinese WL that came from Kalimantan. And most of them are divorcee who have a child to support back in the kampong. They came to Batam hoping to make a fortune as they command a higher price for their service as compare to their brown counterparts.
The reason is they are rare, supply cannot cope with demand, therefore the value of their services is higher.
