In bishan, i get : 24.6 x 1000 = 24600
In arcade, i get: 25.0 x 1000 = 25000
You didnt take into account that these were different dates. You also need to travel from Arcade to Bishan and back to Arcade ; minimum 2-3SGD and that takes a chunk out of your 400B.
You also left no room for error. Assuming you're aiming to go to Arcade but cant make it due to work or other commintments before your trip. So you travel to Thailand without any baht even though you walked pass Bishan8 or another money exchanger? How? Either use credit card (which is definitely worse rates of all) or chage at Sg or Bkk airport (even worse!). Or you reach Bkk and take a cab and pay in Sg$ otherwise you wont reach Pattaya before the bars close. The driver wont accept Sg$ unless you pay him double the going rate.
I am not asking you to throw away your money (like I did once with a stack of 20B on the 2nd flr of Angelwitch!) but sometimes dont over think everything!
