It was interesting reading your contributions, but i have to correct certain things. It is alright for a foreigner to visit a local family and there is no need to register with the police of your local ward. Things will be different if the foreigner plans to stay there OVERNIGHT for a period longer than a few days. If its longer than a few days, the local ward police will require the foreigner to register with them. Actually this rule also applies to vietnamese who doesn't belong to that household and plans to stay there for a long time.
Each family has a HOUSEHOLD REGISTER, and it depict the particulars of the family members. In simple terms, anyone NOT IN THE HOUSEHOLD REGISTER and plans to stay for longer than a few days NEED TO REGISTER WITH THE LOCAL WARD POLICE.
As for your party joint that operates till early morning, its almost impossible to find it now. Its illegal for night joints to operate after midnight. Even if they do operate, most will try to close by 2am. Heavy Fines are imposed on operators of night joints that break the rules nowadays.
