Yes, I think that's the place.
Business there is a fraction of what it is compared to the CP PZL and as such, it is quite hard to even get to the first rung of increased commission payout; this results in a lot less earning for these gals in Feng Gan and many just up and quit.
Its quite hard/expensive for management to fire people in China and this is the method PZL management utilizes to limit their redundancy/firing expenses/possible problems with unwarranted firing etc. But this is at least better than MANY Chinese employers who don't give a damn about laws, social responsibility etc and just totally take advantage of their workers - both during their employment as well as when firing them.
