Personally I find all the cities & places u mentioned too boring. Pattaya I have in mind is not smack in the middle of whore town; just north at Sattahip (OK technically not Patts anymore). Heck even Jomtien looks quite peaceful. Patts is closer to Bangkok plus I prefer the sea. Ask most Thais where they wanna retire to and all will say "home town!" which IMHO is worst!
Side track a bit... reading today's Silly Times has this big story of this Jaffary Maharan who claims he is stuck in Bangkok for 3 years because he is being sued by a Thai so cannot go back home? Claims cannot work, no money so relies on the generosity of family & friends but stays in a BHT18,000 (down grade from a Bht50,000 house) a month apartment???
