He is not some "famous monk" he is the monk in-charge of the all the monks and Buddhist affairs in Thailand.
The Supreme Patriarch or Sangharaja (สังฆราช) is the head of the order of Buddhist monks in Thailand. Its full title is Somdet Phra Sangkharat Sakonlamahasangkhaparinayok (สมเด็จพระสังฆราช สกลมหาสังฆปริณายก) "the Supreme Patriarch, the Head of all Members of the Sangha". The position is formally appointed by the King of Thailand, although the actual selection is made by senior clergymen. It was established in 1782 at the founding of the Chakri dynasty by King Rama I.

By right they should not open. So maybe the owner was trying his luck or else the owner didn't pay the brown mafia enough or else someone complain so police come and wayang-wayang a bit.
Come on lets not speculate. We are in Thailand to have fun but still have to be respectful of the majority Buddhist population though its debatable how conservative Thai society is.
