The green veins are simply caused the growing of breasts and are more noticable in females with fair skin and large boobs.
As the boobs grow in size, they require more blood supply to the area, thus the veins which are already there start to enlarge to supply more blood. Green veins may also occur in the event of a pregnancy, due to lactation. In some cases, green veins might also be a sign of breast cancer.

What is shown in the photo are visible veins, not popping out viens. Normally, only fair skinned gal's veins are visible. What i meant here are the visible veins. But if u see green veins POPPING out around the thigh area, then that lady must have been pregnant before.
