I'm sceptical becos I think Eurasian would not be able to get permit to work in HC

This is a FR on sheila that i filed in an earlier thread. Anyway, I don't know why the authorities should not give an Eurasian permission to work in a HC. Still, anyone knows any other place with Eurasians?
