The friction in the water may cause microtears in the vagina, and it increases the risk of infection due to the pH change if the "swimming pool water" gets in. So in short, I don't think it's okay unless she's at least well lubricated?

anyway, do wash up properly after sex in swimming pool
swimming pool water is rather dirty and could increase the risk of urinary infection easily.
tried once and next day the girl got urinary infection.
