How to gain rep Power [up check return excahnge pts]

Post Daily ~ everyday make one post , after a few days , possible to gain rep power

( if you had zero rep power , do not up others point )
When a reputation score of 100 is reached, reputation power becomes 1 rep power ~ (100 rep point + min of 10 post ~ to gain first rep power) .
1 point of reputation power is gained every YEAR ~ (Jan 2009 - Jan 2025 = 16 rep power) ~ (1+16=17 rep power)
One reputation power is awarded for every 3000 rep points ~
after getting power , need to return point , TWO Reputation click allowed every 24 hours ( zero rep power up zero point , 1 rep power up 1 point , 20 rep power up 20 point )

I have one power, but when I up people, it's gray and not adding to their points.

Did i missed any requirements?

1. only click the scale for one time , if click for two time , sometime it does not work

2. if not sure , refresh the page , and click the scale for only one time

3. try to up a few more time , it will work
